Open the hood, pull back weatherstrip from passenger side and remove screws on filter housing cover like in picture.
After you remove the filter housing cover you will be able to see cabin air filter. To remove old filter squeeze tab on both side of filter housing and remove filter from housing (see picture).
Replace filter and reassemble.

Absolutely correct! I’ve been looking at various VW Jetta-related sites for weeks and couldn’t figure out where the filter was. Indeed, in pre-2006 vehicles, it was mounted in front of the glove box, horizontally. Thanks so much for the accurate directions!
