First time you need to open passenger side door, locate sliding bracket on filter housing cover located under glove compartment and slide the bracket toward seat to remove housing cover and bracket like you see in picture bellow.
Pull filter down and bend at folding pont to remove from housing cover( see picture).
Insert new filter with the air flow arrow poninting to the driver side.
Reasseamble sliding bracket.

2008 pacifica i can find the housing but there is no access door and lacth. It appears to be sealed
“The 2008 Chrysler Pacifica filter access door is located under the instrument
panel on the passenger side. To replace 2008 Chrysler Pacifica filter slide the
lock toward the rear of the vehicle (unlock position).
Remove the access door and pull the filter downward.
When installing a new filter, ensure its proper orientation.
Align the black arrow on the bottom of the filter
frame with the direction of airflow (away from the
blower motor and towards the center of the car).”

My 2007 Pacifica does not not have a filter so there is no access door or lock to slide. Apparently the filter was model specific.
The 2008 Chrysler Pacifica does not have cabin filter either
